Inverclyde redeems itself with council tax cut (PF 23/2/07)
Inverclyde showed some classic failure and turnaround characteristics:
- Resignation of key officers (CE in this case)
- Egregious event (an Audit Scotland report criticising management weakness and lack of direction)
- Council Tax cut – short term ‘change indicator’.
