A referendum to decide whether to implement a normally unpopular measure alternate weekly rubbish collection. Can ‘choice’ be used as a mechanism for passing the buck? The evidence that alternate weekly collection improves recycling rates is compelling.

Talk of charging for refuse collection. It occurs to me that any charging gives the service user more choice – he can choose to use the service or not, or how much to use it. The choice becomes meaningful because you save money by not using the service.
